Patrick E. Weithers, President and CEO

Mr. Weithers currently serves as the President, CEO and Chairman of the Board of Nu-Pulse Technologies, Inc. Under his leadership since 1998, the firm has engaged in multiple successful joint ventures, developed successful Design/Build practices in the fields of Information Technology, Fire Protection Engineering, Security and Access Control, and Construction.
In 2009, Nu-Pulse received the award as one of the top 100 Minority owned businesses in the Virginia, Maryland, Pennsylvania, District of Columbia and Delaware region. Additionally, Nu-Pulse was awarded the 2008 top 500 Small Businesses in America award from DiversifiedBusiness.com, and has again been nominated for the 2009 award.
Mr. Weithers has over thirty one years of combined Management and Design experience with Electronic, Communications, Security, Information Technology and Telecommunications Systems, and Construction projects. During his ten years as a Chief Information Officer in the private sector and the Government, he developed programs and systems on a national level.
Mr. Weithers is a seminar speaker, has made multiple appearances on local cable television, and has been quoted in national industry magazines and publications where he discussed technology advances in local government and the commercial sectors. He has served as a member of the EDI standards committee for the major cable programming networks, and has participated in the re-engineering of standards for major billing systems.
Mr. Weithers holds a Bachelor of Science Degree in Zoology and Chemistry and a Master’s Degree in Computer Science Engineering from Howard University, in Washington, D.C. Mr. Weithers was among the 23 small business CEO’s nationally to be sponsored by the U.S Department of Commerce in 2007, to complete the Building A High Performing Business program at Dartmouth University, Tuck School of Business. He is also a 2009 graduate of the Turner Construction School of Management, and holds numerous licenses and certificates in the fields of management, technology, security, fire safety systems, and construction.
During his tenure as an appointee, he received special recognition from the Mayor of Washington, D.C. for his contribution to the city. He has also received special recognition from the IBM Corporation for serving as a member of a test tools advisory panel.
Additionally, Mr. Weithers has been the recipient of multiple certificates of Accomplishment and Awards, including two citations in 2009 from the office of the Governor of Maryland relating to his accomplishments as an entrepreneur.
Frederick P. Myers, Vice President and General Counsel

In the course of a diverse career that begins as an Industrial Engineer, Frederick Myers has held various positions of responsibilities with Fortune 500 companies such as IBM, Honeywell, Jones & Laughlin and United Parcel Services. Through the course of his varied experiences he has proven to be a skilled executive, visionary entrepreneur and an adroit trouble-shooter and turnaround expert. He has created successful start-up businesses and, as a consultant, saved several enterprises and projects from failing.
Fred has spent over 20 years as a chief executive officer and chief operating officer in a variety of industries, including manufacturing, bio-medical, automotive, construction, building products, airline and financial services. His understanding of both domestic and international distribution channels encompasses retail sales, wholesale, OEM, direct sales and government markets.
Among his significant previous positions, Fred served as Vice President and General Counsel of V-Tech Inc., a bio-medical manufacturer of proprietary lab ware and state of the art membrane tests. As a direct result of his leadership, management and guidance V-Tech’s significant developments included short timed membrane tests that produced results in three minutes such as HIV, drugs of abuse, CKMB and pregnancy tests. The company held 25 patents and over 70 FDA approvals.
Through his consulting and financial services company, Frederick P. Myers and Associates, Fred provided clients with superior leadership during critical transition phases, including hiring professional and technical staff, implementing budget reductions, writing business plans, and installing effective management information systems.
With a strong knowledge of accounting systems, Fred has been responsible for both budgeting and forecasting. He has experience in all aspects of financial forecasting, resource allocation, accounting and control. Through his recommendations for administrative expense reductions his clients have achieved significant increases in profits, while improving overall staff morale and client confidence. Fred participated in raising over $10 million in capital to finance various manufacturing startups and joint ventures.
After receiving his Law degree, Mr. Myers was hired by Jones & Laughlin Steel Corporation as a Staff Attorney before joining the law firm of Utterback & Brown. While enjoying a successful career as a litigator, he followed his entrepreneurial instincts to a business venture that begin as an electrical & industrial distributor and later evolved into construction, Power Construction Inc.
Mr. Myers now brings his vast experiences and expertise to Nu-Pulse Technologies and serves as Vice President and General Counsel. Fred holds both J.D. and Accounting degrees, from Duquesne University.
Dr. Aftab Ahmed – Vice President, Health Care Facilities Development

Dr. Aftab Ahmed, Vice President of Health Care Facilities Development, has been working on many infectious diseases like hepatitis-A,B,C,D & E, obesity virus (Ad-36), acute respiratory infections and diarrheal diseases. He has more than 100 publications and presentations. He has also written chapters “Complications of Obesity” in Encyclopedia of Human Nutrition and “The Serum Proteins in Health and Disease” in the book “Protein StructureFunction Relationship.”
Dr. Ahmed has completed his projects with the collaborations of National Institute of Health USA, Uniformed Services University of Health Sciences, US AID/ Applied Diarrheal Diseases Research Project USA, Pak Medical Research Council. He worked in MedStar Research Institute, Washington DC., as Director, Research Laboratory. He also established a clinical/virology Center for Obetech, Obesity Research Institute, Richmond VA. He participates as a Director/Coordinator in the establishment of International Referral Epidemic Center (infectious diseases) “The Pak US Laboratory for Seroepidemiology” in Pakistan with the collaboration of US and Pakistan Governments. Dr. Ahmed has more than twenty five years of vast experience in the administration, research and teaching fields of health and sciences.
Dr. Aftab Ahmed completed his Post-doctorate in the University of Tennessee Medical Center. He completed his Advanced Medical Research fellowship in the Albany Medical Center, NY. He received his training to become a Laboratory Inspector from the American College of Pathology.
Dr. Langston Smith, Vice President, Health Care Services

Dr. Langston D. Smith, D.M.D, M.S., M.H.Ed CAPT, Dental Corps, USN, (retired), served in a number of clinical and executive positions while on active duty and has been involved in a number of community leadership responsibilities. He served as the director of a 70 dentist, 21 dental hygienist staffed dental clinic. He served as the Chief Operating Officer of a 460 personnel dental command with oversight responsibilities for the administrative, fiscal, clinical operations, manpower, disciplinary, facility and safety operations. As the Chief Executive Officer of a Navy Dental Command, he was responsible for the executive leadership of four dental clinics in the Pacific Northwest. In this position he led and directed the delivery of dental care to all Navy personnel in the Puget Sound geographical area.
Dr. Smith was the Director of Dental Operations headquartered at the Navy Bureau of Medicine and Surgery, Washington D.C. He was responsible for facility design and construction, personnel management, clinical operations, equipment procurement, policy formulation and preparation, Congressional task responses, technology integration and design, risk management, Inspector General and JCAHO inspections. In his last active duty assignment, he served as Director of Clinical Services, directing the integration of medical services in the BRAC directed integration of Walter Reed Army Medical Center, Washington, D.C. and the National Navy Medical Center, Bethesda, MD.
Dr. Smith is a native of Mississippi, receiving his secondary and undergraduate education in his home state. He is a 1967 graduate of Jackson State College, Jackson, MS. He attended graduate school in Kentucky and received his dental degree from the University of Kentucky in 1977. Dr. Smith is certified by the American Board of Endodontics and is active in his professional organizations. He is also active in several social and civic organizations and in his local community. He and his wife Sandra reside in Silver Spring, MD.
